Independent Report – Puan Maharani, Speaker of the Indonesian House of Representatives. It has strongly condemned the actions of a doctor enrolled in the Specialist Medical Education Program (PPDS) at the University of Padjadjaran. Who is now a suspect in the rape case involving a patient’s child at Hasan Sadikin Hospital (RSHS) in Bandung.
In response to this incident, Speaker of the Indonesian House of Representatives, Puan Maharan. She is strongly condemned the actions of the perpetrator. She described the act as a crime against humanity that should not be tolerated under any circumstances.
“The medical profession is a sacred space for healing, not a place for degrading human dignity. The perpetrator’s actions represent a crime that cannot be excused in any form,” said Puan in a statement on Thursday, April 10, 2025.
Puan stressed that this event not only tarnishes the reputation of the educational institution and healthcare services but also represents a betrayal of the core values of humanity, morality, and public trust that every medical professional should uphold.
“This is a serious betrayal of the ethical and moral standards that should form the foundation of the medical profession,” she added.
The PDIP politician hopes that law enforcement agencies will impose the harshest penalties on the perpetrator. Given the many regulations that have been violated. She also urged that the law should be enforced fairly and transparently. Without any special treatment given to the perpetrator simply because of their background in academia or the medical profession.
“Public trust in healthcare and education institutions depends on how seriously and justly this case is handled,” Puan emphasized.
Furthermore, the former Minister of Human Development and Culture (Menko PMK) called on the police to thoroughly investigate the sexual assault case at RSHS Bandung. Puan pointed out that the police had mentioned two other victims of the same perpetrator, identified as patients.
“It is important to investigate the possibility of other victims and whether any other individuals were involved. This case must be fully examined to ensure justice for the victims,” she explained.

Puan also called for an evaluation of the oversight system in medical education programs, including PPDS. She questioned how the supervision system, involving universities, hospitals, and other institutions, could allow such an incident to occur, which she said was a severe blow to the medical community.
On the other hand, Puan emphasized the importance of psychological support and protection for the victims and their families.
“Providing protection and psychological support for the victims must be the top priority, including social and legal counseling. The handling of this case must prioritize the victims’ interests,” she remarked.
She also stated that this case serves as a serious warning for the education sector, including medical education. Puan urged all relevant stakeholders to make systemic improvements to prevent similar incidents in the future.
“It is time to build a medical education and healthcare system that not only emphasizes technical professionalism but also upholds integrity, empathy, and a sense of safety for all individuals,” she concluded.
Puan ensured that the House of Representatives would closely monitor the progress of this case until it reaches a resolution.
She also called on the Ministry of Health and educational institutions to assess and improve the reporting systems for sexual violence in academic and medical environments.
“We will not allow sexual violence to cast a dark shadow over education and public service sectors. The government must stand by the victims, uphold the law, and ensure a safe environment for all citizens, especially for women and children,” Puan concluded.
