Independent Report – The presence of social organizations (ormas) in Indonesia. It has become a growing concern, especially after several incidents involving ormas. One notable case was when a car overturned and caught fire on the road next to the Pondok Ranggon cemetery in Depok. Which was linked to the arrest of an ormas leader. Recently, in Bali, there has also been public resistance against the activities of certain ormas. These events have raised questions about the role of ormas in maintaining security and order in the country. With many calling for a firmer government stance on the issue.
Ahmad Sahroni, the Vice Chairman of Commission III of the Indonesian House of Representatives (DPR), is one of the figures who has raised concerns about this issue. He emphasized that the state should not be dictated to or submit to any group, especially ormas that act like thugs. In a statement on Monday (5/5/2025). Sahroni mentioned that ormas do not have the right to conduct actions such as sealing, attacking, or enforcing the law in any form. These powers, according to him, belong to law enforcement authorities, not ormas. Sahroni also stressed the importance of ormas coordinating with the police for any activities they carry out.
Sahroni argued that ormas wishing to carry out activities related to community security and order (kamtibmas) must be under the coordination and direction of the police. He stressed that ormas cannot act freely as if they are a representation of the state in enforcing the law. “There is no such thing as ormas being law enforcers,” Sahroni stated.
Sahroni also urged the public not to be afraid to report ormas that act arbitrarily, especially if they are involved in criminal activities. He assured that the police would take firm action against any illegal acts. This is crucial to maintain order and security in society.

Meanwhile, the Commander of the Special Forces Command (Kopassus), Major General TNI Djon Afriandi, also shared his views on the issue of ormas disturbing security. He emphasized that ormas involved in thuggish activities should be opposed. Although ormas and thuggery are different, Djon said that ormas engaging in negative activities such as thuggery can harm security stability.
Thuggery, according to Djon, refers to people who refuse to work through legitimate means but still want to earn large incomes. They often impose their group’s or personal interests by taking the rights of others. Djon stressed that not all ormas contain thugs, and not all thugs are part of ormas. However, activities of ormas involving thuggery can have a negative impact on society.
Additionally, there are reports of ormas interfering with the construction of a BYD factory in Subang, West Java. Eddy Soeparno, the Vice Chairman of the People’s Consultative Assembly (MPR). Revealed that the construction of this factory was disrupted by thuggish actions carried out by ormas. He said he learned about this disruption during a visit to the People’s Republic of China (PRC) in Shenzhen. In a meeting with the PRC government, the issue of thuggery involving ormas was discussed. And also Eddy stated that the government must take firm action to address this problem.
Eddy also emphasized the importance of security for investors wishing to invest in Indonesia. If ormas and thuggery are allowed to continue, it could undermine the safety of investors. “Security is the most fundamental aspect for investment to come to Indonesia,” Eddy asserted. Therefore, the government must take this issue seriously to ensure that Indonesia remains a safe and secure place for investment.
With the increasing number of negative actions involving ormas, the public and government must work together to ensure that ormas play a positive role in development. The state cannot allow ormas that act like thugs to undermine the legal order and security. The government and law enforcement agencies must be firm in addressing this issue to maintain order in Indonesia.
