Independent Report – Member of Commission XIII of the House of Representatives, Selly Andriany Gantina, highlights the increasing cases of child abuse throughout 2025, especially those involving police officers as perpetrators. She believes these cases reflect an iceberg phenomenon, where only a small portion becomes public while many others remain undiscovered.
Selly Andriany provides examples of cases involving police officers, such as former Ngada Police Chief AKBP Fajar Lukman Widyadharma Sumaatmaja and the alleged murder of a baby by Brigadier Ade Kurniawan in Semarang. According to her, police officers should protect society instead of engaging in actions that tarnish the police institution.
She emphasizes the importance of maintaining the mentality of police officers to uphold integrity and professionalism. Additionally, she stresses that law enforcement must impose the heaviest punishment on perpetrators, especially in cases of child abuse. She believes that even a life sentence may not be enough to deter lawbreakers within law enforcement.
Furthermore, Selly highlights the necessity of upholding the rule of law within the police institution to prevent similar cases from recurring. She reminds everyone that creating a golden generation in the future will be difficult if the legal system remains weak in addressing violations committed by law enforcement officers.
The National Commission on Human Rights (Komnas HAM) also reveals crucial findings regarding the sexual violence case allegedly committed by former Ngada Police Chief AKBP Fajar Lukman Widyadharma Sumaatmaja. Coordinator of the Human Rights Enforcement Sub-Commission at Komnas HAM, Uli Parulian Sihombing, states that Fajar allegedly acquired escort services through an intermediary identified as VK in Kupang City, East Nusa Tenggara (NTT).

In early June 2024, Fajar requested VK to find a young girl under the pretense of wanting to play with and care for a child. The intermediary agreed to the request, and they arranged to meet at a hotel in Kupang. On June 11, 2024, Fajar booked two hotel rooms, one for himself and another for the intermediary. He reserved the best room, which cost IDR 1.5 million per night.
On the same day, the intermediary took the victim, a five-year-old girl, to eat and play at a shopping center before bringing her to the hotel room prepared for Fajar. Before leaving the victim in the room, the intermediary asked Fajar not to act excessively since the child was too young. However, after the intermediary left the room, claiming to retrieve the key and pick up food, an alleged act of sexual violence and child exploitation occurred.
Deputy Chair of the Internal Affairs Division at Komnas HAM, Pramono Ubaid Tanthowi, asserts that the crime likely took place when the victim was left alone with Fajar in the hotel room. This case adds to the growing number of child abuse incidents involving police officers, who should be at the forefront of protecting society from such crimes.
Various parties demand strict legal enforcement to ensure fairness and transparency in this case. Severe punishment for the perpetrator aims to deter future offenses and prevent similar incidents. The police institution also faces increasing pressure to evaluate its officers’ mentality and professionalism to restore public trust in law enforcement.
